Each time an enemy unit is set up on the battlefield or ends a Normal Move, an Advance move, a Fall Back move, a charge move, or opens a Hatchway, units from your army that have Set Overwatch can fire Overwatch at that enemy unit. If completed, until the end of your opponent’s next turn, that unit is said to have Set Overwatch. The action is completed at the end of your turn. If you are referring to the Dozer blade that can be attached to the front, then yes, those do have points and rules and are described in the Guard Codex.One or more units from your army can start to perform this action at the end of the Move Units step of your Movement phase. They just add a bit of flavor as they imply that the Krieg forces field tanks modified to deal with trenches. The british MK1 from WWI was partially designed the way it was (and the length) to better accommodate trench crossings, as this would be a very common obstacle for tanks in that war. It looks like they were most common as add-ons for shorter tanks, to keep them from tipping back into a trench. If you do a google search, interestingly enough, you will mostly get images of Warhammer tanks and proxies, but you can find a few images scattered in there of real tanks with variations of these rails on the rear. If you are referring to the trench rails, then those serve a real life purpose for helping tanks cross trenches. When you say "digger", are you referring to the two trench rails on the rear of the alpha pattern tank and the malcador tanks or the dozer blade option that you can attach to the front of any Leman Russ?
